federalism but no proportional representation

the political parties once again show their lack of foresight. the critical issue is proportional representation. if there is proportional representation, then the constituent assembly may fairly decide on federalism later. but accepting federalism but not proportional representation is like saying "ok i give you your state (which will have little or no power) but in the center we will continue to dominate".

and half the parliamentarians will be nominated by the parties themselves based on the results. what else is it other than a ploy to cement the posts of party big dogs even if they lose their elections (highly likely now - makune losing gaur, girija losing biraatnagar, and many other established central leaders not winning their token seats from the terai).

parliament (definition) - a body elected by the people. (and not nominated by the party). anyone find this similar to panchayat?

and a healthy dose of surrealism - home minister krishna parsad sitaula saying the police does not repress, it fires only when things get our of hand. forgotten april already? and what about an indian citizen dying not by a bullet, but by excessive injuries due to baton charge. that has to be crueltly.

and the arrests of kamal thapa et al. try to make sense of that.

what is proportional representation? what is it competing against now, i.e. what is the current proposal instead of proportional representation?

Mero understanding ma current proposal ma chahi. 205 seats are contested as in the good old feudal days and then the parties nominate further 204 parliamentarians proportionally. i.e. 33% women, minorities etc.

I think the issue in Madhesh is that the number of parliamentarians from Madhesh is not proportional to Madhesh population.

There is a danger in making representation proportional to the population though. Sparsely populated places, that may or may not contain pockets of minorities , will be left with virtually no representation.

so far it looks like geography and population will both play a part in determining constituencies. there are two systems being debated which is complicated - mixed system (something abt two different way of electing combined) and single system.

basically tho, proportional representation means constituencies according to population only.
