"... amending Article 138 of the interim statute to ensure that future model of the state would be federal. Ultimate decision related to restructuring of the state and the federal system will be carried out as determined by the constituent assembly."
does that mean garuantee federal structure, promise a federal structure, or only recommend a federal structure? or worse, is it only to have the phrase out there in the constitution?
talk teams were formed by all sides, yet why were all amendments unilateral and baluwataar based? also, why hasn't sitaula resigned? if there are widespread accusations of police brutality, then the Home Ministry has to form a proble committee, and if the probe committe is to investigate sitaula, he has to step down. that's my simple logic... different from the sophisticated convulated logic of our central leaders.
even though the govt. is all set to pass amendment to the interim constitution. here's what the amendment says:

to flashback on the last round of protests... 29 protestors dead, and 9 other people (one policeman, several in clashes between factions of JTMM)... a few days later, maoists kill three MPRF activists in Banke and Gulariya... this time the protests haven't gained momentum yet, but the few weeks of gap should have given the political parties, the media, and the leadership of the protests some time to reflect on their failures.. so hopefully not much loss of lives.
but the MJF leadership does not inspire confidence, at least on the grassroots level... ppl are out for a cause and not for a party. here's the person on whom the janakpur protests rests.. president of the madhesi yuva forum, a wing of the MJF.

don't do it again!! ekantipur's headline - Terai out to defy second day of MPRF strike.
the govt's stance - will support those defying. if property, vehicles vandalized because they were defying the bandh, then compensation.
