Hard to believe...Looks like I'm going to lose the 5,000 Rupees bet. I'm wondering if Prachanda and his gang is truly afraid of the army to even attempt reforming it.

what does "reforming the army" entail? abolishing it?
getting rid of the bhardari gang, mostly. abolishing it is worth considering too i think.
we don't need an army. imho.
